Charter and Bylaw of General Pan-Homenetmen Jamboree

Purpose
The General Pan-Homenetmen Jamborees have the following goals:

  1. To gather all scouts from various Homenetmen regions.

  2. To provide a strong Armenian national and scouting education and create opportunities for scouts to get to know others from different Homenetmen regions.

  3. To promote Homenetmen scouting at an international level.

Requirements for Participation

Article 1: To participate in a General Pan-Homenetmen Jamboree, all Ari-Arenush scouts (boy and girl scouts), as well as Yerets-Barmanuhi (rover) scouts, must meet the following conditions:

  1. Be 14 years old or older.

  2. Have attended at least one annual camping.

  3. Be in good health.

Note: The above conditions must be met by the day of the opening of the jamboree.

Article 2: To be eligible for the jamboree, a Homenetmen scout must submit an application approved by the Homenetmen Central (Executive) Committee. The application should include the following information:

  1. The scout’s full name.

  2. Date of birth.

  3. Citizenship.

  4. Passport number and issue date.

  5. Affiliated Homenetmen region and chapter.

  6. Scout rank, level, and position.

  7. Dates and locations of campings attended.

  8. Home address and contact number.

  9. Medical certificate.

Formation of the Delegations

Article 3: Delegations from each Homenetmen region are divided into small groups, which are then organized into different teams as follows:

  1. 5 to 7 Ari/Arenush (scouts/girl scouts) form one unit.

  2. 8 to 10 yerest/barmanuhi (rover scouts) form one dasnyag (10 rover scouts unit).

  3. 2 to 4 units form a scout team.

  4. 2 to 4 dasnyag (10 rover scouts units) form a team of yerets/barmanuhi (rovers). 

  5. Based on the number of scouts attending the jamboree, the Homenetmen Central Committee will decide the number of leaders/ranked scouts to accompany the delegation.

  6. A delegation must include at least one khmpag (unit) or dasnyag (10 rover scouts unit).

  7. Every delegation must have one chief leader.

Note: The number of ranked scouts (such as Chief Scouts) attending the jamboree may exceed the number specified by the Homenetmen Central (Executive) Committee. These scouts will remain under the overall direction of the General Chief Scout and will take on the tasks assigned by them. 

Jamboree Organizing Committee

Article 4: Every General Pan-Homenetmen Jamboree is organized by an Executive Body of 5 to 9 members, all appointed by the Homenetmen Central (Executive) Committee.

Note:

  1. The Executive Body consists of:

  • a General Chief Scout, 

  • two Deputy General Chief Scouts (one male and one female), 

  • a Chief Scout responsible for organizational and educational matters, 

  • a Chief Scout responsible for partnerships/relations.

  1. The Executive Body may include additional positions, as needed. 

  2. The Homenetmen Central (Executive)  Committee defines the roles, tasks, and authority of the Executive Body members and communicates these in writing.

Article 5: The Executive Body is responsible for overseeing the implementation of all jamboree operations and activities.

Article 6: The Chief Scouts leaders heading each delegation assist the Executive Body in managing the day-to-day operations. The General Chief Scout may assign them roles based on the jamboree’s needs.

Article 7: During the jamboree, a designated hertabah (Duty Officer) will be in charge of implementing the daily agenda. This Chief Scout is assigned by the General Chief Scout and the two Deputy Chief Scouts.

Article 8: The General Pan-Homenetmen Jamboree is held every four years and lasts between 10 to 15 days. The official jamboree program lasts 8 to 10 days.

Article 9: The Executive Body drafts the jamboree’s theme and activities, which are then finalized by the Homenetmen Central (Executive) Committee. The final agenda is sent to the regions preferably one year, or at least six months, before the jamboree.

Article 10: The Jamboree will have an emblem, anthem, and flag, designed by the Homenetmen Central (Executive) Committee.

Scouting Divisions

Article 11: The Ari/Arenush (girl and boy scouts), as well as Yerets/Barmanuhi (rover scouts) participating in the jamboree, will be grouped into four separate campsites. Each team will have its own internal agenda, which should not interfere with the implementation of the general agenda and activities planned by the Executive Body.

Article 12: Each campsite will have its own committee of chief scouts. The rights and duties of these committees will be assigned by the Executive Body.

Camping Site

Article 13: The campsite of the General Jamboree will be determined by the Homenetmen Central (Executive) Committee. The chosen site (region and country) will be communicated to the Homenetmen regions one year in advance.

General Terms

Article 245: The Homenetmen Central (Executive) Committee will closely monitor all jamboree activities. After each jamboree, a report will be prepared that includes the agenda, budget, financial and narrative reports, documents, etc.
