Pan-Homenetmen Conferences for Chief Scouts

The first Pan-Homenetmen Conference for Chief Scouts was held from February 18 to 21, 1982, in Athens. The agenda included drafting the Homenetmen Scouting Charter and Bylaw and planning a special program for the General Pan-Homenetmen Jamborees. The conference also discussed creating an educational guide that would integrate scouting knowledge with elements of Armenian education. Each Homenetmen region was tasked with preparing the guide according to local needs. 

The second Pan-Homenetmen Conference for Chief Scouts took place from June 26 to July 5, 1988, in California. The agenda was filled with discussions about educational and scouting issues, along with a series of lectures on topics related to the Armenian Cause.

The third Pan-Homenetmen Conference for Chief Scouts was held from December 14 to 23, 1996, in Sydney. It focused on discussing the publication of scouting textbooks and guides. Additionally, it explored ways to coordinate scouting activities between regions and strengthen connections among scouts.

The fourth Pan-Homenetmen Conference for Chief Scouts was held from August 9 to 14, 2004, in Tsaghkadzor, Armenia, following an eight-year hiatus. It reviewed the state of Homenetmen scouting and discussed adapting it to modern needs and expectations. New educational programs aimed at enhancing Armenian national and scouting education for young scouts were developed. Representatives from the “Ararat” Armenian Cultural Association in Iran also attended.

The fifth Pan-Homenetmen Conference for Chief Scouts took place from August 24 to 29, 2008, in Tsaghkadzor, Armenia. It reviewed the knowledge necessary for obtaining the Vgayal and Ararat Ranks, defined the curriculum for chief scouts’ training sessions, and prepared a detailed outline for the activities of Mowgli scouts. Representatives from the “Ararat” Armenian Cultural Association, as well as the “Nayiri” and “Sipan” Associations in Iran, were also in attendance.

The sixth Pan-Homenetmen Conference for Chief Scouts was held from August 20 to 24, 2012, in Tsaghkadzor, Armenia. The conference revised the Homenetmen Scouting Charter, Bylaw, and the scouting textbooks. Discussions also covered scouting activities planned for the 100th anniversary of the Armenian Genocide. Representatives from the “Ararat” Armenian Cultural Association in Iran also participated.

The seventh Pan-Homenetmen Conference for Chief Scouts was held from July 27 to 31, 2016, in Yerevan. The agenda focused on planning scouting activities for Homenetmen’s 100th anniversary celebrations. It also reviewed scouting textbooks and methodologies, requirements for the Ararat Rank, and organizational aspects of the 11th General Pan-Homenetmen Jamboree. A representative from the “Ararat” Armenian Cultural Association in Iran attended. 

The eighth Pan-Homenetmen Conference for Chief Scouts was held online on July 25 and August 1, 2020. It was attended by 67 high-ranking scout leaders from 27 regional and solitary Homenetmen regions, as well as from the Iranian "Ararat," "Nairi," and "Sipan" organizations. In three working groups, the congress discussed the content of the “Ararat” rank program, its implementation, the organization of the 12th Pan-Homenetmen Camp, and the vision of Homenetmen scouting and its role in the global scout structure.

The ninth Pan-Homenetmen Conference for Chief Scouts was held from August 28 to September 1, 2024, in Cairo, Egypt. It was attended by 37 high-ranking scout leaders from 24 regional and solitary Homenetmen regions. The conference discussed the current state of scouting, the modernization of regional scout charters and laws, and the revision of scout books. It also addressed issues related to promotion and national education.
