Pan Homenetmen Games - Regulations
The Homenetmen Athletic Regulations were established in 1992 by the decision of the 5th Homenetmen General Assembly. Their purpose is to:
1. Assist committees in organizing sports events efficiently.
2. Regulate the structure and execution of sports games organized by Homenetmen Committees.
3. Ensure adherence to the organization’s internal laws and regulations, particularly in inter-chapter tournaments. These regulations serve as a guiding framework.
A. TOURNAMENT LAWS
The committee responsible for the tournaments must ensure that participating teams comply with the following rules:
1. The organizing committee prepares the tournament schedule.
2. Game schedules are determined by a draw in the presence of the majority of regional representatives or through mutual agreement.
3. A representative of the Central (Executive) Committee must be present when setting a Pan-Homenetmen tournament.
4. Tournaments may be organized in a knockout or points-based format, depending on time constraints, with advance notice given to team leaders.
5. Competitions and technical regulations follow international sports laws.
6. The Central (Executive) Committee determines the venue and date of a Pan-Homenetmen tournament unless specified by the General Assembly.
7. The venue and date of an inter-regional tournament are decided in consultation with participating regions and require Central (Executive) Committee approval.
8. Only Homenetmen teams may participate in Pan-Homenetmen or inter-regional tournaments. Associate organizations may join by special invitation.
9. a) Athletes must have been Homenetmen members for at least six months to participate in the tournament.
b) Professional athletes may not participate in the Pan-Homenetmen Games.
10. a) A team roster, with all necessary details, must be submitted to the organizing regional body at least one month before the tournament.
b) Athletes participate at their own risk, and responsibility and must sign a health and safety waiver in their respective regions. Every athlete must have signed a special agreement in this regard in their region.
11. The roster must be formally approved by the highest body of the participating region.
12. Athletes not listed on the official roster may not compete; violations result in a match forfeiture.
13. Roster changes must be submitted before the team’s first match.
14. A team forfeits if it fails to appear for a match. A second absence results in disqualification.
15. Teams arriving more than 15 minutes late for a match automatically forfeit. Exceptions due to unexpected circumstances may be granted at the discretion of the organizing committee.
16. By the decision of the 4th General Assembly, only Armenian athletes may participate. The organizing committee has the authority to verify all athletes’ documents. Non-Armenian athletes may not participate in Pan-Homenetmen or inter-regional tournaments.
17. Violation of Article 16 results in match forfeiture. Repeated offenses lead to tournament disqualification.
18. Certified referees accredited by international or national federations must officiate the games.
19. Complaints regarding tournament arrangements must be submitted before the game.
20. Complaints regarding in-game incidents must be submitted in writing within 24 hours of the match’s conclusion.
21. If a team leaves the field before the end of a match, it forfeits and is disqualified. No coach or manager may withdraw their team from the field.
22. The numerical representation of the team composition in the tournament is as follows:
a. Football: 15-22 athletes, 1-2 coaches, 1 team manager.
b. Basketball: 10-14 athletes, 1-2 coaches, 1 team manager.
c. Volleyball: 10-12 athletes, 1-2 coaches, 1 team manager.
d. Table tennis (Team): 3-5 players, 1 coach, 1 responsible responsible.
e.Table tennis (Individual participation): unlimited
f. Athlete, swimming, tennis, chess (Individual participation): unlimited.
23. All delegation members must attend the opening and closing ceremonies.
24. Teams must wear clean and matching uniforms.
25. The Homenetmen logo must be displayed on the left side of the jersey.
26. Teams must have both light and dark-colored uniforms to avoid color conflicts.
27. Teams are informed in advance about uniform colors for each match.
28. Each delegation must have three flags of their country (80x120 cm).
C. RELATIONS WITH OTHER ORGANIZATIONS
Pan-Homenetmen events
1. The Central (Executive) Committee must notify all regions of upcoming Pan-Homenetmen events at least one year in advance.
2. The organizing committee must submit event details to the Central (Executive) Committee three months before the tournament. The Central Committee may make modifications to these details.
3. The organizing region must submit financial and general reports to the Central (Executive) Committee within three months after the event.
Inter-Regional Events
1. The organizing region must send event details to the Central (Executive) Committee and participating regions at least three months in advance.
2. Financial and general reports must be submitted to supreme bodies and the Central (Executive) Committee within three months after the event.
General Guidelines
1. All types of official correspondence and documents must bear the official seal of the superior body of the organizing region (or the special seal of the organizing committee).
2. All Pan-Homenetmen and inter-regional tournaments must be recorded and photographed, with copies submitted to the Central (Executive) Committee for archival purposes specially for “Marzig” magazine.
3. Modern communication methods (social media, websites) should be used for event discussions at local and global levels.
D. FINANCIAL CONDITIONS
1. Participating regions in the Pan-Homenetmen games must cover their own travel, accommodation, and other expenses.
NB: In exceptional cases, costs and expenses may be shared by the decision of the Central (Executive) Committee.
2. Profits from Pan-Homenetmen games go to the Central (Executive) Committee. Financial shortfalls are covered by the organizing region or the Central Committee.
3. Athletes and coordinators have free access to game venues, as arranged by the organizing committee.
E. DISCIPLINARY REGULATIONS
1. A three-member Judicial Committee, appointed by the Central (Executive) Committee, oversees Pan-Homenetmen events.
An official from the Committee will be present at meetings to provide reports and additional information.
2. Each region is responsible for damages and expenses caused by its delegation members inside and outside sports venues and hotels.
3. Inter-regional organizing committees may impose penalties.
4. Teams and coaches may be penalized for misconduct. A notice is also given to the participating region, as needed.
5. Players who violate competition rules or behave inappropriately may face disciplinary actions.
6. Penalties range from warnings to suspension, including
7. a. Suspension from a set period during the tournament.
b. Suspension from one or more competitions.
c. complete disqualification.
8. In cases of serious misconduct during the Pan-Homenetmen Games, disciplinary actions are determined by the athlete’s regional committee, based on the recommendation of the organizing committee, and with the knowledge of the Central (Executive) Committee.
9. In cases of serious misconduct during inter-regional games, disciplinary actions are determined by the athlete’s regional committee, based on the recommendation of the organizing committee, and with the approval of the Central (Executive) Committee.
10. The organizing committee of a tournament has the authority to suspend a referee who leads or controls the game in an openly biased spirit.
11. A regional manager or coach engaging in misconduct at a Pan-Homenetmen or inter-regional tournament will be subject to disciplinary action by the Central (Executive) Committee.
F. TECHNICAL ISSUES AND COMPLAINTS
The Technical Committee provides guidance and addresses issues arising while organizing the tournament.
1. Each region’s technical committee consists of up to three members responsible for monitoring attendance during the games.
2. The technical committee plays a key role in setting the tournament’s technical schedule.
3. The technical committee selects referees for each competition.
4. The technical committee oversees the safety and proper use of the venues and facilities.
5. The technical committee ensures strict compliance with tournament regulations.
6. The technical committee reviews and resolves complaints from participating teams and makes the appropriate decision.
7. Before making a decision, the technical committee consults the chief referee or relevant coordinators.
8. Only the supreme authority may have the power to overturn the decision of the technical committee.
9. Only a team’s authorized representative or manager may file a complaint regarding the competition.
